Mimir - Mimir is a god of careful thought and planning, and his yearning for knowledge is quiet but powerful - Turgon is cautious, more like to stand back and watch before making a move, and reluctant to shift from a position of safety without very very good reason (on one particularly memorable occasion to his very deadly detriment). Unlike his more precipitous kin, he's the planner, the city builder, and if Arda has chess, he'd probably be the one to beat. Well. Him or Maedhros, probably.
Odin - Odin takes what is both seen and unseen to devise a solution of his own. This is his role as the King of Asgard, as the King of Gods, as the Allfather: to use everything at his disposal and divine the clearest path forward for all life - Turgon was not born to be a king - second son of a second son in a deathless society - but he was born to
lead - to look for the safety and security of his people first. Despite being outcast and exile, he took the dream of safety granted him by the Lord of the Waters and from it founded a city that was an image of the home they left behind to keep his people safe.
Njord - Njord observes the world from a place of objective distance, closely guarding that which he deems to be proprietary - On Gondolin's founding, her gates were shut, and for 394 years, no one who entered through her gates was allowed to leave saving only thrice in that entire time. Such was Turgon's ruling, to preserve safety by secrecy. Not even his father, his High King, nor his dearest friend, Finrod, nor his elder brother knew where Gondolin lay, and no word came accept rarely. In the great alliance of Maedhros, they did not even know if word had reached Gondolin, let alone if Turgon would consent to open the leaguer and come forth to aid them until he actually arrived.
Personality: For one nicknamed "The Wise" Turgon demonstrates both great wisdom... but also episodes of incredible short-sightedness. But let's begin at the beginning. Turgon is the second son of the second son of the High King of the Noldor. As a prince, he is raised to lead (although he probably did not actually expect to RULE, being quite far down the ladder of succession), but like all the Noldor, he is also raised to work with his hands. Considering he built a hidden city, he probably was mainly interested in stonework and architecture - something that suggests a logical mind with a perfectionist bent and a fondness for fine detail. He is presumably fairly devout (insomuch as such things matter in Middle-earth) as he was one of two who were contacted directly by one of the Valar (despite there being a blanket Doom laid on all the Noldor that no prayer of theirs would cross the mountains back to Valinor) and told where to build his hidden city, which he promptly did. Unlike Finrod, the other with the same dream, he took the instructions to make the city secret VERY seriously. Enough that he told no one where he was going, and he let (almost) no one out.
He is an inspiring leader, able to command substantial loyalty, and convince people to leave and to enforce a policy of absolute secrecy - no one in or out of Gondolin, no letters, no messengers (excepting when one could bribe the Great Eagles to carry a letter, presumably). He also holds a grudge for a long, long, time - during the great battle where all the Noldor united to fight... Turgon did not come. Because it was at least in part instigated by Maedhros, the leader of the Feanorians... who Turgon blamed for the death of his wife almost 500 years earlier (note that MAEDHROS HIMSELF was possibly the
least responsible for this, but Turgon cast the blame on him anyway because he was the eldest). He is also loyal to his family, because at the last minute, unlooked for, he did actually come, because his brother was leading the charge. He is prone to blind spots concerning his family - refusing to listen to his son-in-law's warnings to evacuate the city, because his nephew said it was foolish. His nephew, who ended up betraying the whole city, and who had the hots for said son-in-laws wife...his niece. His reason for why? Pride. He is, after all, a prince and a king.
